Half of PSEB registration delays come down to one thing: submitting the wrong document, or the right document in the wrong format. Here's the complete list, organized by who you are, so you can gather everything before you open the portal.

Documents Every Applicant Needs

Regardless of category, you'll need:

  • CNIC (both sides, clear scan or photo; no cropped edges, no glare)
  • NTN Certificate from FBR's IRIS portal, showing you're a registered taxpayer
  • Active Taxpayer List (ATL) status; not a document exactly, but PSEB checks this, so confirm you're listed before applying
  • Bank Account Maintenance Certificate, or a bank statement covering the preceding six months, showing the account is active and in your name (or your company's name)

If You're Registering a Call Center or BPO

Call centers face the strictest documentation requirements because registration here is legally mandatory, not optional. Alongside the standard company documents above, expect PSEB to request:

  • Detailed operational information about the call center's service lines (inbound, outbound, or both)
  • Staffing details
  • Proof of a functioning physical office; co-working spaces may be acceptable if you can provide a formal letter or agreement from the co-working space operator confirming your business's presence at that address: a membership card or access pass alone is generally not sufficient.

A Note on Sole Proprietorships

If you're operating as a sole proprietor with a business NTN rather than a full private limited company, you can generally apply under the Company category using your sole proprietorship's NTN and bank details; you don't need to incorporate with SECP just to register with PSEB. That said, many freelancers find it simpler to apply under the Freelancer category instead, since it asks for less documentation.

Formatting Requirements That Get Overlooked

  • Documents should be legible scans, not phone photos with shadows or glare
  • File sizes usually need to stay under the portal's upload limit (check the current limit on the portal at the time you apply; this changes periodically)
  • Names across all documents must match exactly; a middle name present on your CNIC but missing from your bank account, for instance, is a common rejection trigger

Common Mistakes Freelancers Make:

  • Submitting an old NTN certificate that doesn't reflect your current registration status
  • Using a personal bank account for a company application, or vice versa
  • Forgetting the PRC when you already have foreign remittance history; including it strengthens rather than complicates your application
  • Assuming a co-working space membership alone is sufficient proof of office without a proper agreement or letter from the space confirming your business's presence there

Frequently Asked Questions

Do I need a lawyer to gather these documents?
No; most of this you can assemble yourself. Where it gets complicated is when your NTN, bank, and CNIC details don't align, or when you're deciding between the sole proprietorship and private limited company path before you even get to PSEB.
What if I don't have six months of bank statements yet because my account is new?
Use the Bank Account Maintenance Certificate instead; banks issue these for new accounts specifically to cover this situation.
Do freelancers need a PRC before applying?
Not strictly required for the initial application, but if you already have one, submit it; it demonstrates real export activity and can speed up verification.
